Charlotte White Center CEO retires after 38 years
DOVER-FOXCROFT — June 2, 2017 was declared Richard M. Brown Day in the town of Dover-Foxcroft. The day was marked to honor an exceptional man who has been the CEO of the Charlotte White Center (CWC) for the past 38 years.
Staff, colleagues, town leaders, legislators, friends and family celebrated Brown’s dedicated tenure at the helm of the CWC. Brown’s tireless efforts in providing support and services for people with mental health concerns have become a beacon for the staff and fueled the mission of CWC.
The CWC provides quality community health and social services for adults, children and families affected by cognitive or developmental disabilities, behavioral or mental health challenges, domestic violence, cerebral palsy, or acquired brain injuries. In 1979 the CWC was created by a group of citizens who were concerned by the lack of services in Piscataquis and Penobscot counties for people with mental retardation or mental illness. Those actions enabled CWC to create a wide diversity of social service initiatives forming a healthier, stronger and more vibrant community than the one inherited in 1979.
Brown has overseen the growth of the agency from a small non-profit serving 15 people with four employees in 1979 to a multi-level, multi-dimensional agency serving over 1,500 individuals and families with 350 employees. Brown holds a Master’s Degree in the Education of the Severely Handicapped from the University of Maine, is a licensed clinical professional counselor, a certified brain injury specialist, a certified rehabilitation counselor, a licensed social worker, a certified first responder, a Maine master naturalist and he has been affiliated with Mayo Regional Hospital for over 30 years as an EMT/paramedic.
The Piscataquis County Commissioners proclaimed June 2, 2017 as “Richard M. Brown Day” and the day was commemorated with a banner proudly handing over East Main Street in Dover-Foxcroft. A Legislative Sentiment was requested by Sen. Paul Davis, R-Sangerville, recognizing Brown’s outstanding work and contributions to Maine.
The CWC Board of Directors dedicated the administration building to Brown and it is now deemed the “Richard M. Brown Administration Building” and a large wooden sign was mounted on the exterior, located at 572 Bangor Road in Dover-Foxcroft, as part of the tribute to the legacy of the extraordinary man who was there since its inception.
